Title: Conn. contractor cited by US Labor Department's OSHA for wall collapse, fall haz

Safety is always paramount, and apparently this contractor allowed safety to take a back seat.  OSHA, however, has become a revenue source for the Federal Government.  Do you think that this could lead to abuses in order to generate revenue in the form of fines?
