U.S. insurer class action may signal wave of climate-change suits

Is this a stretch?  Do insurance companies have the right to pass on the costs of increased risk to taxpayers in the form of municipal lawsuits?  Or should the insurance companies also have been able to see this coming, and underwrite the risks accordingly?
